For more information see our blog post:<strong>\u00a0<a href=\"https:\/\/livestaging.tangiblelaunchpad.com\/es\/new-requirements-for-oregon-on-premises-liquor-licensees-under-house-bill-4138\/\">New Requirements for Oregon On-Premises Liquor Licensees<\/a><\/strong>.<\/p>\n\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--label-1\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-1\">\u00bfCU\u00c1NDO DEBO OBTENER UN PERMISO OLCC?<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-1\" tabindex=\"-1\"><i title=\"Expand\">Expand<\/i><\/a>\n\t\t\t\t\t<p>You must obtain an OLCC Service Permit <strong>before<\/strong> you begin mixing, serving or selling alcohol.<\/p>\n<p>Note: Under <a href=\"https:\/\/livestaging.tangiblelaunchpad.com\/es\/oregon-alcohol-service-permit-changes-new-requirements-under-house-bill-4138\/\">the new law<\/a> effective March 31, 2025, you can no longer start working while your application is pending &#8211; you must complete an approved Alcohol Server Education course and pass the OLCC exam to receive a temporary service permit before you can legally serve alcohol.<\/p>\n\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--label-2\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-2\">WHAT HAPPENS IF I WORK WITHOUT A VALID OLCC SERVICE PERMIT?<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-2\" tabindex=\"-1\"><i title=\"Expand\">Expand<\/i><\/a>\n\t\t\t\t\t<p>Working without a valid Service Permit is a Class B violation under <a href=\"https:\/\/oregon.public.law\/statutes\/ors_471.360\" target=\"_blank\" rel=\"noopener\">ORS 471.360<\/a>. Both you and your employer could face penalties:<\/p>\n<ul>\n<li>For you: Fine and potential difficulty obtaining permits in the future*<\/li>\n<li>For your employer: Potential license sanctions, including suspension, restriction, or cancellation per <a href=\"https:\/\/oregon.public.law\/statutes\/ors_471.315\" target=\"_blank\" rel=\"noopener\">ORS 471.315<\/a><\/li>\n<\/ul>\n<p>Additionally, licensees cannot allow anyone without a valid permit to serve alcohol on their premises. Instead, you would typically receive a ticket for a Class B Violation of state law, which would be processed through your local court system.<\/p>\n\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--label-3\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-3\">DO I NEED A SERVICE PERMIT IF I&#8217;M A LICENSEE BUT DON&#8217;T PERSONALLY SERVE ALCOHOL?<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-3\" tabindex=\"-1\"><i title=\"Expand\">Expand<\/i><\/a>\n\t\t\t\t\t<p>As of March 31, 2025, licensees who hold or are applying for a license that authorizes on-premises consumption of alcoholic beverages must either:<\/p>\n<ol>\n<li>Hold a valid Service Permit themselves, OR<\/li>\n<li>Designate an individual who:\n<ol>\n<li>Holds a valid Service Permit<\/li>\n<li>Exercises control or responsibility over setting, implementing, and changing the establishment&#8217;s practices for selling and serving alcoholic beverages<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>This means if you&#8217;re a licensee who doesn&#8217;t personally serve alcohol, you still need to either get a permit yourself or officially designate a permit holder who has appropriate authority in your establishment.<\/p>\n<p>If the OLCC finds that a licensee doesn&#8217;t meet this requirement, they may refuse to issue a license, issue a restricted license, cancel or suspend an existing license, or require mandatory training.<\/p>\n<p>\u26a0\ufe0f UPDATED MARCH 2025: House Bill 4138 created this new requirement for on-premises licensees. After you finish the course, our system will automatically submit your completion information to the OLCC&#8217;s CAMP system.<\/p>\n<p><strong>Step #2: Apply via CAMP.<\/strong><\/p>\n<p>Create an account on the OLCC&#8217;s new <a href=\"https:\/\/camp.olcc.online\/\"><strong>CAMP portal<\/strong><\/a> and complete the Service Permit Application. Pay the $23 application fee. Make sure the personal information you provide matches what you entered when registering for our course, including any spaces, hyphens, or apostrophes in your name.<\/p>\n<p>Note: After completing our course, it may take up to one full business day for your course completion to connect to your application in the CAMP system.<strong>\u00a0<\/strong><\/p>\n<p><strong>Step #3: Pass the exam.<\/strong><\/p>\n<p>After your application and course completion records are matched in the CAMP system, you&#8217;ll receive an email notification that you can take the final exam. Log into <a href=\"https:\/\/camp.olcc.online\/\" target=\"_blank\" rel=\"noopener\"><strong>CAMP<\/strong><\/a> to access and complete the test. You need a score of 70% or higher to pass.<\/p>\n<p><strong>Step #4: Receive your permits.<\/strong><\/p>\n<p>Upon passing the exam, you&#8217;ll immediately receive a temporary Service Permit that allows you to legally begin serving alcohol. Within approximately 14 days, the OLCC will review your application. Once approved, you&#8217;ll receive an email notification with your official five-year Service Permit attached. Additionally, your employer can also receive a liquor license suspension and\/or monetary fine for allowing you to work without a proper permit.<\/p>\n<p>Multiple or repeated violations can result in you getting your OLCC Permit revoked and your employer getting their liquor license revoked.
